THE ELEVATED PATHWAY ALLOWS ACCESS TO THE THREE PAVILIONS EVEN AFTER THE WATER HAS OVERTAKEN THE BASE. SIMPLY, IT CAN BE THOUGHT OF AS SUBMERGABLE CAPSULES OF ART. THE ELEVATED PATHWAY ALSO ALLOWS FOR PARK SPACE TO REMAIN ONCE THE WATER HAS TAKEN OVER THE LOWER LEVELS. THE GROUND IS LIFTED AND MANIPULATED TO CREATE INTERNAL PARK AND GALLERY SPACES.
